Study & Survey Process

What is a Study & Survey?

It is a comprehensive evaluation process used by school districts to assess their facilities and plan for future needs. Conducted in collaboration with firms like NAC Architects, it provides a detailed analysis of the district’s existing buildings, including their condition, capacity, and suitability for current and future educational programs.

The study includes demographic projections, enrollment trends, and educational specifications to help districts prioritize projects and plan capital improvements. This is a key step in qualifying for state funding assistance through the Office of Superintendent of Public Instruction (OSPI) and guides the development of long-term facility planning strategies.


In the spring of 2024, our board approved NAC Architects to facilitate the Educational Facilities State Study and Survey.  This decision came as a result of our strategic planning process, with the goal of ensuring that our district remains mindful of our facilities while planning for the future. 

The overall goals of the Study and Survey are to:

  • Ensure our school buildings can support the Newport School District’s educational programs over the next six years.
  • Align the student capabilities of our school buildings with the projected student population and locations.
  • Provide our students with educationally sound and environmentally safe buildings.
  • Identify and address any physical plant problems, ensuring the continued maintenance and longevity of our facilities.
  • Identify safety and security deficiencies in our buildings and propose solutions using current and future technologies.

Throughout the spring and summer of 2024, engineers from NAC Architects conducted thorough inspections of all district buildings and surrounding areas. They also interviewed staff to identify areas of need.  This fall, NAC will provide a full report to the board on the overall condition of our district facilities and then begin working with our district and facilities committee to begin planning for the future.  The Study and Survey will be fully funded by a state grant and will serve as a crucial starting point to plan for the future.

Ensure our school buildings can support the Newport School District’s educational programs over the next six years.
  • Ensure that at various points in time, the student capacities of the school buildings are matched to the expected number and locations of students.
  • Ensure students are housed in school buildings that are educationally sound and environmentally safe.
  • Record physical plant problems and identify solutions which will continue to maintain and extend the physical plant.
  • Record existing facility safety/security deficiencies/inequities and identify facility solutions and current/future technologies.
